This paper discusses how incentive pricing involves setting water rates that providesmotivation to use water efficiently. It moves away from rate schedules based solely on per-acre fixed charges and toward rate schedules that incorporate both fixed charges and charges based on the amount of water that the farmer actually uses. Thus, conservation-oriented rate schedules allow individual farmers to be accountable for their own water applications. Six program options are presented that can be used to comply with the incentive pricing best management prices.
