This paper provides an overview of the guidelines for use by waterutilities in preparing a water conservation plan, published by the US Environmental Protection Agency, and discusses them in thecontext of existing state, regional and federal guidelines. The document isorganized into six parts. The first part introduces the guidelines and providesinformation to states about their nature and possible use. The second part iswritten for water systems and is an overview of the organization, content, anduse of the guidelines. The subsequent three parts contain the guidelines: basic,intermediate, and advanced. The last part of the document contains appendiceswhich provide supporting information on measures, benchmarks, acronyms and terms,information resources, federal funding sources, and state contacts.
