Preparing for proposed limits of the Disinfectants/Disinfection Byproducts (D/DBP) Rule, the city of Carbondale, Illinois, began in 1995 to conduct preliminary tests for HAAs. Since initial results showed HAA values at times exceeding 100 ug/L at the treatment plant, non-compliance using standard teatment processes was conceded. The water plant staff embarked on a three-year study that included several on-line treatment trials to ascertain a program that would control HAA formation while meeting four important objectives: Carbondale would initially meet the 30 ug/L Stage 2 limit for HAAs, rather than just the Stage 1 limit of 60 ug/L; current low trubidities, low total trihalomethane (TTHM) levels in the finished water and required disinfectant contact times (CT values) would be maintained; a combination of process changes and chemical treatments for HAA control would be developed to be effective regardless of fluctuating seasonal conditions, such as water temperatures; and, HAA control programs would be easily incorporated into the existing treatment system without unscheduled capital costs.
