This paper focuses on estimating water savings. While performing an impact evaluation,or discussing its results, "averages" usually take center stage because of their unsurpassed value as summary measures. An impact evaluation's influence and overall usefulness depends on four questions: how much water will a similar program save in another service area with somewhat different housing and demographic characteristics; how much water will a somewhat modified program save in the pilot service area; does the program have different impacts upon average demand and peak demand; and, how long do the savings persist?
