Throughout the water and wastewater industry, public utilities face heightened competition from private contract operations and maintenance firms. Public utilities can successfully compete with private sector companies if -and only if -they are willing to embrace modern organizational concepts, employ technology as appropriate, and solicit and receive support from their employees.
