In Ohio, the use of high rate treatment processes requires prior approval from the Ohio Environmental Protection Agency. Approval criteria for high rate processes were developed and used for the first time in a study commissioned by the Cleveland Division of Water. The study developed data that aided in the design of an expansion project for the Crown Water Treatment Plant. Data from a pilot scale study, which examined the efficiency of high rate clarification and high rate filtration, confirmed that tube settlers and filters with 1,830 mm (72 in.) of 1-mm effective size anthracite were appropriate for the plant's expansion and upgrade.
