The National Research Council recently published a report calling for a three-part strategy to improve the quality of water service in small communities. The strategy, outlined in this article, involves improving the sustainability of financing and management of small water systems, enhancing the training of small system operators, and reducing duplication of costly pilot testing efforts for small system technologies. These steps correlate to key provisions of the 1996 Safe Drinking Water Act amendments and should assist the US Environmental Protection Agency, states, and water utilities with implementing those amendments.
