In 1992, bench-scale tests were performed to determine the viability of dissolved air flotation (DAF) for filter backwash clarification at the George R. Sweeney Water Treatment Plant. Testing led to the design and installation of the first known DAF facility for backwash water reclamation and potable reuse in the US. Located in Westmoreland County, Pennsylvania, the plant began operations in June 1996 producing approximately 21 mgd of filtered water including 1.4 mgd of DAF treated backwash. Current operations show total plant wastewater reuse of 2.5 mgd at flotation loadings >2.5 gpm/ft2 and clarified wastewater quality of approximately 2 NTU. This paper discusses plant processes including the flotation clarifier design and current operations.
