The Miami-Dade Water and Sewer Department (WASD) is the largest water and sewer utility in the southeastern United States, providing potable water to over 1.8 million customers in Dade County, Florida. Raw water is supplied to WASD from the Biscayne Aquifer, a shallow groundwater aquifer that generally exhibits relatively high color, total organic carbon (TOC) and hardness levels. In response to concerns about impending regulations and from a desire to improve finished water aesthetics related to color, WASD authorized the bench-scale testing of three types of processes for the control of disinfection byproducts (DBPs): chemical treatment including coagulation and sedimentation using metal salts and polymers prior to softening, enhanced softening, ozonation of raw and softened waters, and powdered activated carbon adsorption; membrane treatment using nanofiltration; and, electron beam oxidation.
