The Town of Newton, New Jersey, has maintained a small (1.0 mgd) unfiltered surface supply for over 90 years. The Town's primary water source water, Morris Lake, has an average turbidity of 0.5 NTU and total organic carbon (TOC) concentration of 2 mg/L. However, the Town is currently faced with construction of a filtration system to meet the SWTR requirements. This paper presents the results of a study conducted for the Town of Newton, New Jersey, to determine the most cost effective treatment alternative to meet the Surface Water Treatment Rule (SWTR) filtration requirement. The analysis consisted of: determining water quality goals; evaluation of alternative treatment technologies; and relative ranking of treatment technologies and process selection. The results showed that the microfiltration alternative was the preferred alternative, followed closely by the inline filtration and ultrafiltration alternatives.
