This paper presents a quantitative summary of trends in reported non-compliance as reported to the Federal Reporting Data System (FRDS). According to the author, the data reveals increasing non-compliance in many areas, some easily explained by new requirements going into effect in FY 1994 while other patterns are not so easily explained. The author describes background information regarding the EPA drinking water program in the last year. Methods for using compliance data on a national basis and better representation of program status in terms of both regulatory compliance and public health risks from drinking water are discussed. Information about the development and implementation of the new Safe Drinking Water Implementation System (SDWIS) is offered. Finally, the author presents information regarding the use and misuse of compliance data and gives examples indicating how data can be misrepresented to show higher or lower rates of non-compliance.
