Utilization of heat produced by waste incineration requires a pricing system for the two different products: the heat produced and the waste disposed. Waste incineration schemes are often integrated with establishment of district heating systems and implementation of such projects is very depending on appropriate tariff policies.

It is of utmost importance to get a reliable forecast of consumer connections. To appraise the effects of different tariff policies a computer model was developed, The model makes it possible to estimate the number of consumer connections to different heat supply systems.

As an example a waste incineration plant which supplies a district heating network is described. In this case the combination of waste incineration and heat production gives a lower total cost than production of heat by oil and disposal of waste by landfill methods. Consequently, both products were given the same cost advantage by lowering the price by the same percentage.
