In the early 1970s, the Department of Housing and Urban Development (HUD) commissioned the design of a demonstration total energy (TE) system at a mixed residential/commercial, site in Jersey City, NJ. In order to develop credible, comprehensive information on actual plant performance, HUD contracted with the National Bureau of Standards (NBS) for plant instrumentation and data collection, and with the plant designer for plant operation.
The operator's contract covered a period of almost five years during which the operator provided data to HUD, the plant owner, and NBS. This paper provides a summary of maintenance procedures, staffing, reliability, operating data needs, OM costs, and facility management.
Plant data were analyzed and presented with conclusions and recommendations based on the results of actual operating procedures.
